MONTEREY AIRPORT AREA — October 28, 2026. Monterey County is preparing a drainage repair along Olmsted Road, a road used by drivers traveling around the Monterey Regional Airport and connecting neighborhoods such as Casanova–Oak Knoll. A public environmental notice received October 20, 2026 describes plans to rehabilitate an existing 60-inch-diameter culvert without digging a large trench through the road.

What work is proposed?

County engineers intend to line the existing culvert, extending its service life and reducing the risk that a damaged drainage structure could fail during an extreme storm. The county says lining the pipe avoids the traditional cut-and-cover approach of excavating, removing the old structure and opening a trench across the roadway. The work is described as being entirely within the existing public road right-of-way.

Why is drainage a traffic-safety concern?

Drainage structures carry runoff below a roadway. Deterioration can undermine the road surface, potentially creating subsidence or collapse risks during major storms. This is a risk-reduction maintenance proposal; the state filing does not say that Olmsted Road has already collapsed, that a new flooding emergency is occurring or that the repair was completed in October.

Is this connected to the airport roundabout?

Olmsted Road is also affected by a separate Monterey Regional Airport entrance project at Garden Road. The airport’s 2026 schedule places the third phase of roundabout construction between approximately October 5 and November 13, with weekday work expected between 7 a.m. and 3:30 p.m. Airport officials have asked travelers to arrive at least 90 minutes before departure during entrance construction. The culvert-lining environmental filing and the airport roundabout schedule refer to different projects. One should not be reported as a contract or detour for the other.

Will there be a road closure?

The county’s October 20 filing contains the engineering approach but does not establish a definite start date, a road closure or a current traffic-control plan for the culvert work. Drivers should check official road conditions and airport construction bulletins before traveling rather than assume the culvert repair is already causing delays.

Where to verify the two projects

California State Clearinghouse — Olmsted Road Culvert Repair; Monterey Regional Airport construction calendar; airport July 14 construction update. The county lists senior civil engineer Jonathan Pascua, (831) 755-8963, for culvert project inquiries. This is a Monterey-area infrastructure report, not a claim that the culvert lies inside the Casanova–Oak Knoll neighborhood itself.
